In accordance with paragraph XII of the Royal
Instructions I have the honour to inform you that in opposition
to the advice given by the majority of the members of my
Executive Council at a meeting held on 11th October, 1934,
I decided that the sentence of death passed on a young Chinese
male named Keung Tsz Pan for the murder of a young woman named
Keung Sau Lin should be commuted to one of imprisonment for
life.
2. The facts of the case are set out in the enclosed
copy of a report by the Chief Justice.
A copy of a petition, the original of which
contained over nine thousand signatures is also enclosed,
together with a copy of a letter signed by the three Chinese
members of Legislative Council.

In arriving at the decision I was influenced
mainly by the following considerations:-
The fact that as many as four members of the
Executive Council were in favour of clemency as against the
majority of five who advised that the clemency of the Crown
should not be exercised in this case.
